My experience is that if the query is a research or library holdings one you have to wait quite a while until someone feels qualified to answer it. If it is to do with traditional FHS work like mags not appearing, or subscriptions, the fastest way is to write (not email) to the appropriate committee member - David Christian always replies immediately. If it is to do with FHS policy you probably need to wait until they have brought up the matter at a meeting when all the committee members are attending, and it would be better to write, not email, so that they have the letter in front of them with your postal address, etc., making it easier for someone without email access to reply to you.
