I must be honest! I have not got second sight! I lived at No.119 just below your father's address, and I briefly discussed the surname Looney with him when he was attending my father, that must have been c. 1985. That was how I came to recognize your name.
Birth certificates as such were issued in England from 1837, they were not issued in the I.O.M. until much later. To find earlier births/ baptisms you will have to search Parish registers. These are available at county records offices, or, more easily on the Internet via the I.G.I. ( International Genealogical Register ) These very useful records have, and are being assembled by the Mormon church. You may have a problem there as I was informed by my original correspondent re the S.Shields Looney family, that they were Primitive Methodists. Some of my wife's forebears were of that persuasion, and I found it very difficult to sort them out ( Years of work!). The Census returns can be of assistance, the 1851 is the earliest which will be of use to you. The 1841 does not specify places of birth or family relationships in groups resident at any one address. the 1881 census for Westoe in County Durham is useful to you!

His wife Annie 40, and children jane Eliz. 13;
Sarah Annie 12; John Thomas 10; Emily Bushell 8; Theresa Emily 7; and Ernest Bushell Looney 4 are all recorded.
The 1851 census for Harrington should have the Birth place of Thomas Looney b.c.1797. It may only show I.O.M.
I have found the burial, and monumental records published by the I.O.M. F.H.S. very useful. I have purchased the records for most of the Parishes in which my forebears were buried, mind you there is always one who goes amiss. eg. my 2xgt Grandfather Daniel.
My gt. grandfather was not a son of Thomas L. and Betsey Eilbeck, I know that now, but I did not when I started looking at the Durham and Cumberland groups.
