Suggest you read Canon Hinton's book 'The Island that Led' vol 1 deals with education pre 1872 act - the Grammar school at Castletown was established c.1665 by Bishop Barrow. A similar school was established at Douglas by Bp Wilson (in 1820's master was T E Browns father. During the mid 18th C a similar school opened in Ramsey - admittedly as you point out Ramsey was less inrterested in education than elsewhere and the school went thru many viscisitudes before settling down in mid 19th C (even then there was a bumpy ride ahead).
Peel was rather more enlightened but thwarted by Douglas/C'town interests which prevented Christians bequest (+ others) from truely coming to fruition (sounds familar today !)
