in 1881 census no Enoch Burrows - there were 3 Burrows families on Island
one the widow of James Burrows who ran the Crosby Inn in Crosby (Marown) tho in 1837 can find Burrows James (Halfway House)York cottage in Marown
a William Burrows (english born) carver and guilder in Douglas
and a Burrows familiy born in Malew who were farming the the Creggans
I dont have immediate access to earlier census info - you may get this via the BB before I can look him up.
Enoch is very definitely not a common Manx name so I think you are looking at an English family

In the ranks there were, among others, COLOUR-SERGEANT BURROWS, who served in the 53rd Regiment during the Sikh campaign, as well as in the Mutiny. He was at the relief of Lucknow. After the war, when he became drill instructor to the Cumberland volunteers, he was presented by the War Office with £10 and a medal "for long and faithful service and good conduct."
