Wliiam QUIRK is listed on the New South Wales State Records web site and you will find the details of his Ticket of Leave (a colonial form of parole) at

He was transported on the "John" arriving in Sydney in 1827, his Certificate of Freedom number was CF/0627 dated 26 May 1834.
The State Records ref. is 4/4322 and it is on Film 993
