As usual the answer is yes and no, or it all depends.

District boundaries changed in number and description from year to year.
Andreas fell from 8 districts in 1841 to 4 in 1901, while Douglas went from 10 in 1841 to 24 in 1901.
This is obviously the result of population shifts and ease of travel.

Several parishes used names for the description of districts in the earlier censuses. These were always used in additon to the official number. So the initial page of a Rushen district will be headed "District 3" while the description will commentce with "Bradda district .......
