I agree with your comments on usage.

I may be reading more into your earlier comment than was intended. It seemed to me to be implying that the marriage would be illegal if more than two persons signed as witnesses.

Although I don't recall an instance in earlier years, there are certainly many more modern examples of three or more persons signing as witnesses.
