If you look at Frances' website (Manx Notebook, see the button in the bar at the top) you may find something. In the "Towns" section at the bottom of the homepage you will find several old Douglas directories. The Douglas Directory of 1887 has James Collow resident there whereas Porter's Trade Directory of 1889 shows James Callow, probably the same person. Smith's Directory of 1883 has a Captain James Brew resident in Richmond Grove but unfortunately no number is given.
