Methodist ministers were attached to circuits (ie groups of chapels in a certain region) - there were 3 major connexions - Wesleyan Primitve and Mathodist New Connection at that period - if he was a Wesleyan then the standard reference is "Hill's Arrangements" which will give a history of his appointments - see www.manxnotebook.com/methdism/rise/rise.htm for a history and brief intro to Methodist organisation.
I don't however have any record of him - no photo was published in Examiner Annual which did however, being owned by a staunch methodist, usually print photos of most methodist ministers
