You don't say, but they seem to be brother and sister not husband and wife. If this is the case see my web site for the 1911 burial, and others.

They lived in that part of the town of Douglas that is situate in the parish of Onchan, the old spelling of which is Conchan.

This would appear to be the family.
1871, Douglas, district 10, schedule 150, Chester Street
Hugh Devlin, head, married, 32, labourer, Ireland
Ann, wife, married, 40, charwoman, Ireland
John, son, unmarried, 3, scholar, Douglas
Hugh, son, unmarried, 9 months, infant, Douglas
Ann, daughter, unmarried, 11, scholar, Peel
Mary, daughter, unmarried, 10, scholar, Douglas
Charlotte, daugher, unmarried, 5, scholar, Douglas

The family is in the 1881 census - on line

1891, Douglas, district 17, schedule 157, 23 Chester Street
Hugh Devlin, head, married, 54, labourer, Tyrone Ireland
Annie, wife, married, 61, County Down Ireland
Hugh, son, single, 20, plasterer, Douglas
Joseph, son, 18, labourer, Douglas

1901, Douglas, District 12, schedule 73, 39 Allan Street
Joseh Devlin, hgead, single, 26, grocer shopkeeper, Douglas
Ann, mother, widow, 72, Ireland.

(That's the same address at which I grew up.)
