I use noframes - http://www.isle-of-man.com/cgi-bin/interests/genealogy/bulletin/index.pl?noframes which increases viewable area - catch is I think that the top banner line is of fixed width (not sure if would work if set to proportional width) - this fixes minimum size of page which seems to be set for a 1024 x 728 display - if your screen is above this size then word wrap should take place.
I suspect that admin has assumed that most viewers are using current technology - my own suspicion is that as many family historians are of mature yaers they have not seen any need to upgrade machines and that any page defaults should be set for slightly older technology
