It could of course be a draft or a private copy - eg 1 to each family + 1 for the rolls office - marriage settlements that did not involve immediate transfer of property did not have to be recorded as my ,non lawyer's, view is that the act of settlement of 1702 refers to transfer of property records - marriage settlements were often voluntarily enrolled at rolls office to provide indisputable proof in case things went wrong
