not in 1881 census nor is name in my victorian directories - it may be possible that having Peel connections the Leece Museum, Castle St, Peel (no email that I know and suggest you include IRC's if you write) might have something re coastguard as they have a good collection of material on Maritime Peel - however I dont think they have any index to names so they may not be able to help.
