Joel is a decidedly UnManx name - if fact I couldnt find a single reference to any Manxman called Joel on my pages - much more American I suspect
Ramsey/Ramsay is also a name I havnt seen used as a surname - there were none in 1881 census - Ramsay is not found as name in any document (except that is as an alternative to Ramsey town) - Ramsey is too common to search for as a name but I cant recall any significant occurance (I suspect for Ramsey rather like Peel and even Douglas, any use as a surname is better directed to Scotland)
I had a look at the on-line IGI - I suspect that most entries might be artefacts of misreading the name Ramsey given as an indicator of the town (usually to distinguish someone from another similar name of the parish) rather than a correct name - several for example referred me to transcripts of parish registers made by SLC who would not be aware of form of entries in Manx Parish registers and not those earlier transcripts made on the Island. No sequence of obvious family descent was at all obvious - entries being dotted around the Island and no marriage/Christening pairs seemed to stand out.

Even the use of Samuel J. as early as 1732 makes me suspicious as double Christian names were not in much use until mid 19th C
