Can anyone please tell me who is responsible for this? Douglas Corporation or the government?

Two of my uncles are remembered on it but there's a question mark about the third. Either the inscribed name is wrong (middle initial) or perhaps it's not my uncle and for some reason his name has been missed.

Either way I would like to correct this.
