That sounds like a good point. I have only ever looked up one voters list, a little earlier than 1901, but my recollection is that it is in street order, so again you have to know the street you want. The voters lists are by request to the desk, not on film, so require a request form and a waiting period.
The Manx Museum library has the 1901 fiche, and I think someone has written a list saying which area each page covers, as an extra to the fiche, just to save a little time - but the bottom line is still, you need to know the area, or have tons of time to spend.
It is times like this people should really appreciate the masses of good work that Brian Lawson has done for us all on the previous census indexes. When I told the guy from whom I was buying my 1901 census card at Manchester City Library that all our previous censuses were indexed, his jaw dropped open with amazement, and he uttered words of envy.
