I had thought that by 1890 St Pauls was a parish church - the idea had been mooted in 1875 but on re-reading history of St Pauls (http://www.ee.surrey.ac.uk/Contrib/manx/fulltext/sr1923/spauls.htm)
it is not quite clear when this happened and it quotes the chaplain dying in 1887 which would indicate that change in status was later than I thought. Thus Maughold Chapelry of Ramsey would legally apply to St Pauls (ie most of Ramsey south of river - see http://www.ee.surrey.ac.uk/Contrib/manx/parishes/ry/ramsey.htm
(St Olaves in Lezayre would handle North Ramsey)
