All the names are non-Manx which would indicate an immigrant (Catholic ?) family and from name Devlin almost certainly Irish - in 1881 census is:

Onchan 11 Back Strand St DEVLIN John Son U M 13 Scholar Douglas IoM
Onchan 11 Back Strand St DEVLIN Hugh Son U M 11 Scholar Douglas IoM
Onchan 11 Back Strand St DEVLIN Joseph Son U M 8 Scholar Douglas IoM
Onchan 11 Back Strand St DEVLIN Charlotte Daur U F 23 General Servant Douglas IoM

H Devlin is noted as a fruiterer in 1887 directory: Devlin, H, 72, Strand-street
and but in street part have: 71 [Strand Street] Dyson, John, Poulterer Devlin, H. , Fruiterer so might have been a little confusion (or a mis-scan) re number (72 was on opp side of road and was a pub - Old Strand Inn)
By 1894 directory only Dyson was still in Strand Street
