That family is George H. Roxborough + Jane Creer - Douglas based

George is a 17yr old labourer born Douglas in 1881 census probably son of Henry (Ramsey born Fish Hawker) + Irish born wife Theresa = living in a lodging house a few doors down from his parents

Just to add to point re Harbour Masters - these jobs usually went to captains who retired somewhat early but with extensive experience as they had to know how to 'pack' boats into their harbour under all conditions - the job often went with a house so that he could live very close to the job.
