the 1:2500 O/S plan provides the base mapping for all maps up to the late 20th C - the 6" O/S map had a revision in late 1890s and thus should supply the state then (both in Museum) - Woods atlas should supply owners of land in 1863'sh later occupied by houses - use imuseum to search for sales by these in the period ? though this will miss owners building on their own land - adverts in papers also often mention 'newly built' - you could build up a database of occupiers 1861 thru 1901 from census info - several will probably occupy same property for above 10yrs and thus appear in 2 censuses
