there are no townships on Island - sounds like an Australian or North American term.
Assuming you are referring to Colby in Arbory then Colby as a name is noted in Manx records from early 16th C (ie from the earliest records) there being a mill there in 1511 and probably considerably earlier - most Manx villages grew as ribbon development along a road (such land was generally available as not used for agriculture) with most growth away from the rural pattern of small farms spread apart from neighbours being from mid 19th century onwards - fast forward to the 1970s and with the appearance of housing estates there was some form of planning to try to protect Manx country side wch restricted growth to already developed area
