The Island was a popular retirement place for many from NW England (esp Merseyside) - in the late 60s and early 70s there was even a government scheme for 'new residents' as the Island population was dropping below sustainable levels - the offshore finance industry was started a little later brought prosperity to the Island.

If she was resident and had insufficient funds to pay for the home then the Island social services would pay.
