Thank you, Frances (I think!). How frustratiing. I have eliminated all the other possibilities I can find over several years (including Onchan where 1 record has him born). I had high hopes of this, particularly as Robert Kelly was lodging with William Cosnahan (another Manx-born policeman) in Liverpool in 1871 and William Cosnahan also lived next door to the Kelly household in Balneleeney, IoM in 1851. Jane Kelly was stated to be a pauper in 1841 and on parish relief in 1851 so I wondered whether the parish had initiated the presentment to limit their payments. I can’t see that any parish relief records exist, and guess they would only be payment records anyway………unless you know different? I think this Robert Kelly is probably my great grandfather but every bit of evidence is circumstantial.
