21 is age of consent (tho sometimnes slightly younger seemed to be unoticed - if by licence + from a diff parish they were supposed to obtain a cert from their vicar), 14 was legal minimum - for 18thC Bishop Wilson generally required both parties to be confirmed which generally pushed effective minimum age to 16
