As this is not my family and I am researching for others, I cannot buy the certs. I would do if my own family was involved.
This person Kenneth, doesn't show up anywhere that I can find, but is of the same Christian name and year of birth and place as "our" KENNETH GARRETT", who became a Butcher etc. in Peel. His BC has not been found anywhere.
