there are no Hogges owning Lords rent land in Lonan in 1585 nor as far as I can in Onchan - in 1643 there were two land owners - brothers John + Wm - Wm has two children Henry and Wm - both Wm + John used Wm's children as names in the 1643 composition - John's mother was also alive and had some stake (widowright?) in part of the property - thus my guess is some arrival of progenitor around 1600-1620 - tho I have have lib vas 1585-1623 for a couple of parishes I don't have it for Lonan.
This period is somewhat too early for any merchantile settlement, most non-Manx were associated with the Stanley administration and thus derived mostly from SW Lancashire - Scots (or redshanks) were not welcome on Island in early 1500's (the law requiring them to void the Island was finally repealed in 1696 tho had been a dead letter for probably over 100 years
There is a will for a John Hogge under Onchan in 1632 tho parish attribution of these early wills is not always accurate - the 1643 Wm is probably the one in the 1672 will with one son in Ireland
