from the days of the Elizabethan poor laws it was customary for parish constables (or their equivalent) to move the poor (esp mothers + children who needed support) back to their native parish which had by law to offer some support - there was no Manx poor law thus no safety net other than charity (and this was failing badly by the 1830's esp in Douglas) but any ship's master who brought in a beggar was required to take back the same at his expense - the settlement here refers to her usual place of abode whin if in UK would have some obligation to at least place her in a workhouse or offer some parish relief.
