William Kelly, son of John Kelly, High Bailiff of Castletown and Margaret Ann Moore is noted in the 1861 Isle of Man Census as son, born in Castletown, Clergyman, Church of England "without cure of soul BA." What does "without cure/care of soul BA" mean?

How can I find out his birth, his marriage, and if he had any children? He was 31 in 1861. From old family records,he was supposed to have married Henrietta and they had 2 daughters.
