By the Main Wills website Ian would mean BL's index and transcripts. His website was always just a holding site until the information could be moved across to the "main" [FHS] one, and to keep the transcriptions coming in.

The up to June 2010 probably refers to all transcriptions that have now been added to BL's index. (Not just those added by the previous webmaster who had acknowledged where they had come from.)

That old information you mention about where to send transcriptions which is on the FHS website was written by the previous webmaster, and the new one is probably still getting his head around what needs to be improved/added to/deleted/changed.
