You don't need to buy the cert if you have access to a Family History Centre (or the MM). The details are on LDS film no. 0106177 (copy of German par reg. 1849 - 1883). FHCs are located worldwide (see in phone book under Church of Jesus Christ of Latter-Day Saints - open to all).
Film hire is much cheaper than buying certs.
